"Fact". Shameful situation. What happens in the process of issuing ID cards?


"Fact" daily writes: Recently, many citizens have turned to "Past", complaining that serious problems have arisen again in connection with receiving identification cards. In particular, when a citizen applies for an identification card when he approaches the regional divisions of the Passport and Visa Department through online queuing, he is informed that "the device is not working", so they cannot accept the application. The citizen is directed to another unit, noting that there is no guarantee that the "device works" there. For this reason, it is recommended to approach OVIR. Regarding the issue, "Past" turned to the Ministry of Internal Affairs to find out why such a situation was created.

The response received from the Ministry actually confirms that there is such a problem. "Due to the malfunctions in the identification card system, in order to cause minimal inconvenience to citizens, citizens with an application/exchange reservation for an identification card are directed and served in other regional units, including the Service's head office, without queuing restrictions." And no word on when this chaos will settle down.

As for the wording "no queuing restrictions", it should be noted that in the conditions of the already large number of queues and the high density of online queuing, one should be too idle to take risks and rely on him not to lose hours while "free" there will be a window" and they will serve him. On the other hand, it turns out that the citizen will have to travel from one end of the city to the other to find a unit with a "working device" or to approach the headquarters of the service.

The next problem concerns the fact that in the case of online queuing, the citizen receives a notification to approach operator number so-and-so, but when visiting at a given time, they witness one working window on which 3 signs with the numbers 1,2,3 are posted at once. That is, within fifteen minutes, one operator must serve 3 citizens registered for the given hour at once. Our reporter also witnessed such a situation, noting that as a result, those who were in line for 9:15 were served at 9:25, which meant that those registered at later hours would "fall behind".

Regarding this topic, the Ministry of Internal Affairs only answered: "The provision of services to citizens with electronic waiting lists is ensured in full." Here, as they say, without comments. actually the Ministry of Internal Affairs is saying, don't believe your eyes, we are doing great. If we add to this that "chip" ID cards are no longer issued, which creates enormous problems for people, the situation becomes even clearer.
