The justification states that the property was previously used as a school, but has not been used for 2-3 years.

24 08 2023, the government made a decision to close "Gugark High School" NOC and merge it with "Gugark Primary School".

In the justification, it is mentioned that "Gugark High School" SNOC does not fulfill its mission fully. The capacity of SNOC is designed for around 460 students, but 23 students are studying. Every year, the number of students decreases in the school (in the 2015-2016 school year, the school had 107 students, in the 2019-2020 school year: 38 students, in the 2022-2023 school year: 23).

On 10.01.2024, MP Mher Enokyan of the National Assembly "Armenia" faction wrote on his Facebook page: "In accordance with the order N 1790-A/2 of September 11, 2023, according to the so-called "Program for ensuring access to quality educational services of the Republic of Armenia", 40 more schools will be closed in Shirak region, some of which are located in border villages.

On 20.01.2024, Ruzanna Samvelyan, a resident of Meghrashat village, Amasia region, Shirak marz, addressed the editors of 168.am, alerting that the government has decided to close the school in their village and merge it with the school in the neighboring village. Moreover, the schools of three villages: Meghrashat, Byurakni and Voghji.

The project is planned to be implemented in 2025-2026."
