"Zhoghovurd" daily writes: "The convicts are raising the alarm that if this continues, a big riot will break out. In particular, according to the convicts, on November 24, 2023, Nikol Pashinyan, addressing the question of why the RA authorities have not announced an amnesty for 5 years, said: "I, who left the penitentiary in 2011 with amnesty, want to say that I do not consider amnesty to be an effective institution, because I have seen it from the inside." In many cases, people released by amnesty return within a few months to commit new crimes."

According to him, in this case, it is more expedient to apply the mechanism of parole, that is, not to release him mechanically, but to assess on an individual level whether a specific person can be freed or not.

And here, according to the convicts, the Court of Cassation in 2024 on February 22, an aggravating decision was made, which made the process of early release of convicts more difficult, and the exemption from conditional serving of punishment for previously committed crimes under the Code became an unequal approach to people, which violated their rights. In other words, whoever was released early until 22.02.2024 was released. and the person who committed the same act, whose early release period expired after 22.02.2024, he should serve the punishment instead of the rest.

"This has worsened our situation, and noise will be inevitable. we're fighting for parole, and these are making things more difficult."

And what decision was made by the Court of Cassation? the thing is that after the changes in the criminal code, the issue of early release of convicts was more improved, and the convicts were sure that the court would be guided by the new code, and they would be released sooner, but the Court of Cassation decided that the amendment of the new criminal code will not affect the convicts on, and they will continue to serve their punishment according to the standards of the old code."
